It's getting there, but +12 F would feel pretty warm if you were acclimated to temperatures well below zero F. Even at zero F, car engines work fine.
But when it gets below -20 F, car batteries get weak and car lubricating oils get thick, so cars don't work so well, hence the use of headbolt heaters.
At -30 F, it gets really difficult to dress warm enough to stand around outside for long, but if you keep walking, you can stay warm and the snow has a wonderful crunchy sound.
